
The tenth Our Ocean Conference took place in Busan, Republic of Korea from April 28-30, 2025.
Titled "Our Ocean, Our Action", the conference saw over 3,300 delegates from 113 countries convene in Busan. Over the three days, 287 voluntary commitments were made, valued at $9.1 billion (USD).
The Republic of Korea, as 2025’s host, set out to evaluate progress made at previous OOCs, replicate successful models and generate new commitments for ocean protection. The special agenda theme was “Digital Oceans”, placing an emphasis on exploring how digital technology is driving new ocean actions and driving international cooperation to accelerate these advancements.
The Korean government launched its Korea Blue Action Plan, which includes 76 commitments, valued at around $2.65 billion. These include:
- 29 actions to respond to the climate impacts in the ocean, build capacity for domestic and international climate adaptation, and enhance nature-based ocean carbon absorption.
- Nearly $950 million to strengthen responsible fisheries management and economic development, revitalize fishing communities, and continue efforts towards the phased implementation of the Global Charter for Fisheries.
- Supporting the growth of the sustainable blue economy by deploying science and data-based management tools and innovative digital technologies, advancing marine renewable energy and ecotourism, and expanding ocean literacy.
- 13 new policy and programmatic actions that support full-cycle management of marine waste and reduce global marine pollution, including a comprehensive fishing gear recycling policy.
The event also marked the tenth anniversary of the Our Ocean Conference. For the first time, it featured an in-depth assessment of the 2,600 commitments made since OOC began in 2014. The report, prepared by the Our Ocean Conference Secretariat based at WRI, demonstrated that, of the $160 billion pledged to date through OOC, more than $133 billion in funding has already been delivered or is in progress, a strong legacy of accountability and follow-through in the OOC platform. This includes funding efforts to protect marine biodiversity, fight illegal fishing, and a significant portion of funding has gone to ocean-climate projects which utilize ocean-based solutions to cut emissions and adapt to climate change.
